Could not add a new instance of assignment

I am running Moodle 1.7, Mysql 5.0, IIS6, Windows server 2003.  I have recently moved moodle from ubuntu linux to windows server 2003 based system. Everthing seems to work fine but whenever user try to add assignment activity, They receive this "Could not add a new instance of assignment"  and with an another activity they receive "Module ID is incorrect".  Please help i have searching through all over the internet and forums and unable to find solution.

same question...
maybe the fastest solution is reinstall the moodle...then import the users data into the newer one...

I met this issue: move our moodle from liunx PC to an liunx SERVER, itz quit good during the process, but after I try to add something new, like a post, a news, anything, it will return me some error.....
