According to the support from the web host:

for every program - Moodle has not been updated for the Fantastico we
have. When it is, it should auto install.
If you have problems installing a newer version manually you should be
able to get support from the vendor to make the installation process
easier.
Where did you all find that information to show it WAS upgraded?
