Generally when a learner  takes part in a course first time,he will  reseive a letter reminding that he has enrolled in the course and recommend him to edit frofile if necessary."

The issue is that the learners in my Moodle can't reseive this letter.Why?

You probably need to check your email settings in Moodle. Does your server have email enabled?

If not, point Moodle at a nearby SMTP server (search the admin menus for smtp to find those settings).
