In any event, 9000 files later I have what I think is the complete curriculum in both English and Spanish running. I have also located a contact in Spain (José R. Galo, Coordinador Proyecto Descartes) who is willing to correspond about the work the Ministry has done (this is some very nice material) and I have asked him to subscribe to the forum.
The course work is actually outside the moodle as the courses are not self contained as one would see in a SCORM and I would be happy to provide info to anyone wishing to look at ripping any of it pending the Ministry's resolution of the download issues.
I did post previously about ways to identify a correct codebase from within a moodle resource or activity without requiring that the resource live in the same directory as the applet and in a directory that is exxposed to the external world (i.e. accessible without resort to the moodle) and have had no takers on that one.
I have noticed code such as this:
codebase="<?php echo $CFG->wwwroot.'/lib/editor/tinymce/jscripts/tiny_mce/plugins/dragmath/applet/classes' ?>"and while this does not use file.php to reference the applet, it would appear to be able to offer restrictions to access of the applet beyond that available at present (which makes the applet available to the whole world) and I will try tolook at converting some of the Ministry's lessons in at least moodle resources with such an internal php reference.
