assessment for learning/achievement tracking

The school I work at has a set of children on grade monitoring. This involves recording a grade and motivation score every 2 weeks (much more frequently than other pupils).

At the moment each child either has an excel file associated with them, which colour codes their grades according to whether they are above grade C or one that colour codes according to whether they are on or above their target grade. This is for every subject that they study. This data is summarised on another sheet, and another sheet can graph individual grades/achievement lines across the dates.

Would it be possible to create a course such that each teacher would see they need to assign a grade to the pupil within their subject area - and such that all of the data would be collected into one grade book, accessible from a central location for senior managers. Is there anything within moodle that might be able to do the colour coding, summarising and graphing function? One thing that might be a 'get around' would be this module: http://moodle.org/mod/data/view.php?d=13&rid=445 but it isn't ideal. Any other suggestions would be appreciated.

This has clear implications for some aspects of assessment for learning wherein a select set of students might be monitored for achieving certain skills, and those skills tested across dates. By summarising that data we can achieve a better insight into 1) their progression 2) their weaknesses across times.
