Could it also be that he has uploaded the images in ASCII instead of binary? The site works fine for me, except for the images.

In FireFox 0.9 the site Home page displayed but the images were missing.
In IE6 I got the following "popup" Alert message as the page was loading,
After I clicked on "OK" the site Home page loaded but, again no messages.

What's in you're config.php: http://bluewaffle.com or http://24.158.197.246:8080
My guess is that the first URL is in your config.php and I think you'd better put the ip-adress and portnumber in it.
Koen is right, you're webserver is serving requests on port 8080 (80 is common).
Moodle is working as it should on http://24.158.197.246:8080/moodle/

Thank you so much Koen. That was all it needed to get all the images working. I still can't log into my test course in explorer though. If anyone has an idea I would appreciate it. Thanks.
Are you using IE6? I have no problems on your site as you can see
