Did you
1. backup with 1.8
then
2. upgrade to 1.9
and then
3. restore
That could be wrong. Do you have a copy of the old /moodledata?
Can you reinstall 1.8, restore all and then upgrade to 1.9 without using the backups?
I usually make a copy of the complete moodle path (with /modledata), backup the database so that I have the old working version.
I am not an expert!
