I want to change Course categories to Course Catalog.  Where is that language file located?

\lang\en\moodle.php

Find the line: $string['categories'] = 'Course categories';

you might also want to change:
\lang\en\help\coursecategory.html (Do I need to say don't rename it?)
\lang\en\help\index.html
