I don't know which version of Moodle you are using Dale -- we are still using 1.6, but will move to 1.8 this summer. In 1.6 our instructors use Dropbox & Return type assignments to accomplish what you are talking about. In 1.8 and on, I understand the Advanced Assignment type will do this.
One caution -- re-name the student file when you upload it. For instance, a student turns in: myhomework-smith.rtf
You give him back: myhomework-smith-comments.rtf
We've had instructors who tried to upload the student file with exactly the same name as the student submitted; this did not work well!

Thank You. I am using 1.8 and was trying to do using the Advanced Assignment type. I think my problem is exactly what your caution describes.
