I'm not sure if you have solved this yet, but I have not had this problem. This function that it refers to is in /lib/weblib.php. And it does exist.

You may want to get a fresh copy of the 1.9 Moodle scripts and see if you are still having problems.

Let us know if you are still having difficulties.

Gary,
thanks for the reply, i have tryed all the avalible 1.9 downloads with fresh installs (file wise atleast) the only way the issue does resolve itself is if i scrap the current database, and let 1.9 make a new one.
however, that dosnt sound like much of a friendly upgrade from 1.8.4 haha

so im pointing the blame at my 1.8.4 database somewhere?

It is important that you report this to tracker.moodle.org. Mark it critical and refer a link to your question. While there are a number of schools who who have used this in Beta form (and have not had problems) making the transitions is important to everyone, including those who worked on the 1.9 code.

Eloy has updated with a possible fix in CVS.

For anyone that hits the same problem, tracker bug is MDL-13814.
