Enrolment

I am on Moodle 1.8.1
I setup paypal as the enrollment plugin. I have set my course to a non zero amount. I followed the instructions in the documentation. Yet when creating a test user and logging in and selecting a course I get a message that says this course is not open to public (or something close to that) it is not prompting the user to pay for the course.
Does anyone know what I have done wrong or how to correct this?
