That is the exact problem I had. I think part of the problem was when I put the folder in the moodle/mod directly it came over as no access (OS 10.4 Server) and I mad the folder readable/writable, but it did not include all the files. I made enough of them readable to create the db and have it install, but then I had the problem in the first link.
I will try the debug mode later and post my results.
