I believe the language pack update utility uses the Moodle language pack download page (http://download.moodle.org/lang16/), not the cvs folders. I don't know how often they update that; it says daily, but right now it shows the files as of the 11th of January.

I got a mail about the update this morning at 7 am, so it might be updated at 6 GMT.
