I have installed the block on our 1.8.2 server and now following the instructions to move quizzes from WebCT 4.1 I get the error message:

Fatal error: Call to undefined function simplexml_load_file() in /moodle/website/webct_migration/quiz/step3.php on line 57

I did unzip the webct file on the Moodle design and chose the correct imsmanifest.xml' file.

Like yourself I am a longtime webct user and a new moodle user(1 week). I am sorry I can't help you with your problem, my question is where do I find this migration block so that I may install it on our server.

"Bienvenue" to Moodle , we (Université du Québec à Montréal) have migrated successfully from WEBCT to Moodle.
There is also another tool to migrate the courses contents ( we migrated over 500 courses).
You should contact Hélène Bouley for more details.

As you will notice, your problem is that simplexml_load_file() is a PHP5 function.
