I have the following problem. Days ago I passed my moodle to the maintenance state. The change was to happen to version 1.8.3+, thing that I could not finalize since they were not the tables in UNICODE.
The question is that I had to erase the version that tapeworm and to return to install the 1.7.2+, but I was forced to install the 1.7.3+. Once fact this the problem is that I can accede as usuer admin (and all the other users) but the block does not become visible of administration and cannot undo the maintenance situation.

As I can solve this problem?

Check the "1" folder in your "moodledata" folder if it contains a file named "maintenance.html". Delete it.

If for some reason the web interface is not available you can also put the Moodle installation in/out-of maintenance mode by creating/deleting a file called maintenance.html in the folder called 1 in your moodle data folder.
