Why is an IMS package a resource and a SCORM package an activity?

Dear all,

At the risk of sounding stupid, I would like to know if there is a special reason why an IMS content package is considered a resource (mostly static), whereas a SCORM content package is considered to be an activity (mostly dynamic)?

I think that there is little difference between the way the two of them function, and I can't find a logical explanation to give to future e-tutors...

Hi Sónia, a SCORM unit can be same like an IMS CP. But mostly SCORM units contain control questions and interactions between the moodle database and the SCORM unit. So an IMS CP has only static content and there is no activity directly in the content. Ralf

There is another difference: you can place a big Scorm-package in the center of a Moodle course by using the scorm-course-format. (it is a pitty that there is not such  courseformat alternativ for a big IMS-CP, now it is more limited to a kind of big book resource.)
