You were clear enough, I wasn't.
In the 1.9 gradebook, most of the bits of user interface, for example the user report, are plugins. Therefore, if you are a PHP programmer, you can take the User report, modify it, then install your modified version and use it instead of the standard one. That is what I was trying to say.
If, instead, you are asking "Can you change how the user report looks just by changing some configuration settings?", then the answer is no. (Or possibly not yet.)
