This coming semester I will be teaching 30 students a course on technology and second language education. My main venue for this a moodle course. We meet twice a week, on Mondays it is textbook with some discussion which will include some later forum work as homework, on Thurday class, we arein the computer lab: it is the practical, basic HTML, evaluation of software etc...
The Context 2:
I would like to give each student his or her own moodle account (course file) for them to load up the html in the <compose a web page>, also create quizzes with moodle and hot potatoes, and so on. The end project will partly be the creation of a moodle course)
What level of permission should I give them for their own moodle while ensuring that they cannot change my moodle which itself will have the forums, quizzes, and information that students must access but cannot do so beyond that of a student role.
Yes I have done this!
I set up an individual course for each student. Just copy and replicate the same course but then name them as student course 1 etc.
Set them up as just teachers for that course then all they can do is edit stuff within that course.

How did your class go? What could they accomplish?
My objective is not specifically moodle, but quizzes, html, some designs issues with various language skills. I will more or less make their moodle a portfolio.
I have done it with teachers to show them how they can use all the different things in Moodle and then play around themselves in a safe environment and this went really well.
With students I used it for Year 8 students to teach them HTML by using the editor in code view which was good. It was also good as very easy to do it the other way around and put together some work and then view source code. We also used HTML in hot potatoes and quizzes to add pictures and sound files which again demonstrated how a little knowledge of HTML can be powerful.
It was a little bit of hassle to start with setting up the courses individually. However I can prabably do a class of 30 in about 30 minutes now. As all it is, is replicate then assign role in the course as a teacher.
