Ok
-php 5.2.5 works fine ( test.php works in browser)
-MySQL works
- IIS works
- File php.ini is corectly configured
---c\windows\php.ini
--- MySQL extension is enabled
- File config.php is corect configured
-The same for config-dist
-empty database named moodle is on MySQL
-dir for data is c:\moodledata
EVERYTHING IS CORRECT BUT AFTER SECOND STEP OF INSTALLATION I HAVE MESSAGE :PHP has not been properly configured with the MySQL extension so that it can communicate with MySQL. Please check your php.ini file or recompile PHP.

RJ,

The error msg. you report has to do with the relationship between PHP and MySQL, not Moodle. Now if you think a program that depends upon that relationship is trash because you don't know how to get PHP to work with MySQL, then fine, every program in the world that uses PHP and MySQL is trash. But over 350,000 people are using over 35,000 Moodle sites all over the planet. 100% of them are using PHP, and I'm sure most of them are using MySQL. Now if you were interested in how to get PHP to control a MySQL database, you would have searched this forum and found the solution. But since you are more interested in insulting Moodle, I doubt if you will ever see this post anyway. So I won't bother pointing you toward a solution.
