Is there a way for one course to be dependent on another course?
If this is the wrong section of the forum to post this question, please let me know...this site is completely overwhelming with information and sections.

In Moodle 1.9 and before, you can not make one course dependent upon another.
I suggest you start looking in docs.moodle.org . Forums are a very hard place to learn about Moodle for the first time.

Do you mean that access to course B would be granted on completion
of course A ? You could achieve this partly by using enrollment keys
that are revealed on completion of course A.
