Non-editing teachers can not view student assignment!

Situation:

Moodle version: 1.8.2

Turned off the Grade assignment permission of non-editing teacher at role define page because don't want non-editing teacher (marker) got email from all students after submission.

Assign the non-editing teacher (marker) to a particular assignment as default non-editing teacher role because we have several markers for one course. So the mark can have email notified only for the assignment they are going to grade.

Problem:
Marker can go into the view submitted assignments page and shows grade function, but can not view student's assignment. "Access not allowed" after click student's assignment. Same problem happens in the grade page.

Hello Brad,

It is not clear to me from your text whether you are using one or two roles, i.e. do you mean to say that you created a custom marker role at site level that is identical to the non-editing teacher role except for the permission to grade assignments and that you assign to these markers the standard non-editing teacher role for specific assignments? Or did you disallow the non-editing teacher to grade assignments and override the role for specific assignments?

It is your first guess.

Marker role identical to non-editing teacher except for the permission to grade assignments.
Assign the those marker as standard non-editing teacher for specific assignments.

Hi Brad,

From what role does the marker role inherit its permissions?
Have you tried to assign the teacher role for the specific assignment (to see if it displays the same behaviour)?

We have a similar situation. A course with an assignment (upload single or multiple) where a student is assigned only to this assignment as the original role "non-editing teacher" so he should be able to view and grade all students for this assignment.
If he tries to download an uploaded solution he get's an error message "Access not allowed".
If we use the assignment type "online", he can see the text entered by students.
Also in all cases he can access the grading form.
We didn't change this original role, so i think, maybe there is a bug.
We are using Moodle 1.8.4+.

I believe this is the result of the bug described in MDL-13776. It is an error in the way permissions are being tested that results in local overrides or role assignments being ignored.
