Difficulty Installing with XAMP

When I typed localhost to begin the Moodle Install process, it completed two steps and that was it.  I never got to a place where it asked how I wanted to configure it.  This is what I used.  I am totally lost and have a very limited understanding of setting up the server (which is my personal computer).

It would be useful to know exactly what steps you took. For starters, did you
  1. read and follow the instructions (http://docs.moodle.org/en/Installing_AMP#Windows);
  2. download the zip file;
  3. unzip it;
  4. run the setup batch file setup_xampp.bat;
  5. fire up MySQL with mysql_start.bat;
  6. start serving web pages with apache_start.bat;
  7. point your favorite browser to localhost or 127.0.0.1 (most browsers will fill in the http:// part automatically in my experience)?
Then it should have worked. So please be sure you didn't skip something.

Btw xampp_start.exe (or xampp_restart.exe) is supposed to work instead of the two _start.bat files, but I've never gotten it to work.

Thank you.  I don't know if I skipped a step earlier or if everything just decided to work this time.  This time I pointed the browser to 127.0.0.1 instead of localhost so perhaps that is what made the difference.  At any rate, I am now up and running.  I appreciate your help.
