Now that we can have a "People" block on the site front page we should probably change what the participants list shows for the site course. Currently it only shows those users that are teachers or students on the site wide course. Usually no students are enrolled for the site-wide course so that the participants list for the whole site shows "0 Students".
I propose that the site wide participants list should list first all site admins and then all other confirmed site users.
I also propose to set the default for "groupmodeforce" to 1 so that there will be no "Groups" link showing in the participants list by default.
