In part the answer depends on the version of Moodle you are using. In earlier versions of Moodle, you could add a manager as a non-editing teacher, and assign them to a group. I believe in older versions of Moodle if a non-editing teacher is assinged to a group in separate groups mode, they can't see the other groups.
Alternatively, you could make each location a course and assign the local admin as a teacher on that course.
There are a few possibilities, each with their advantages and disadvantages.
