Restore a question bank done in 1.8 ...to 1.6.5: is it possible?

We're running Moodle 1.6.5.

A teachers installed on his local PC Moodle 1.8 and start working on it to create his question databank by using the import feature, which allows also an import to new categories from within the file imported. A feature that doesn't exist in our official 1.6.5 instance!

The teacher has 18 chapters with 2 types of questions and 3 difficulty levels, so in Moodle 1.6.5, he'll need to create (18*2*3) 108 categories (!) and do an import for 108 files.

Is there a way to automate or simplify this task for him in 1.6.5?
Did anyone try backup of a question bank in 1.8...and restore it to 1.6.x? What can be the results in such case?

If you use the export function in the quiz module you can export the questions in various text file formats (such as GIFT or AIKEN). The text files should be uploadable on 1.8 to create new quizzes.

But that's still a lot of downloads and uploads. Combining chapters or levels before exporting and importing might make things easier....
