long story short, i have a global custom role, and i want him to be able to assign global roles that are lower than him.
the "assign global roles" in the admin menu is tied with the "change site configuration", from permission. especially when there is a core capability called "assign roles to users", that implies it is a global role. if it only were in a course context, that made sense
is this a bug?
