According to Moodle documentation, a Global course cost set by Administrator in the PayPal part of Enrollment module is overridden by Course specific price.
In my case, the Global was set to US$399 while the course specific price was CDN$399 (same price, different currencies).
When a new user clicks on the course, the price shown is US$399 (ie. the Global price, not the course specific price).
It would appear that the documentation is in error, or there is a bug, or I don't understand.
