The zips are generated on-the-fly and only include published, visible files and directories.
There is a possibility to exclude files by regular expressions and to set a maximum size for included files.

Do you encounter more problems with PHP4? I would love to fix them.
The new Version can be downloaded from the blocks homepage and has the following changes:
- Should be working with PHP4
- Should be working as Sticky Block
- Eliminated some warnings

There is a limit, depending on the memory_limit you gave to php in the php.ini, but I do not know exactly how much it is.
I was wondering if we could let the users download the additional resource as well and not just the files that are uploaded into the course.

Can we implement it in moodle 2.0? if yes, please guide us.
Unfortunately not yet. We are still on Moodle 1.9.4 and will stay there for the froseeable future. As soon as I upgrade it, I will announce it here.
We are running Moodle 2.3. Is there a version of this for 2.x yet? If not, are there any programers out there that could convert this over? It seems there is a great need for this.
