We have a 1.8 moodle running with LDAP autentication and enrolment from an external DB. It runs smoothly.
We have some students that still don't have logged in. So they are unknown to moodle and they do not appear as participants.
Is there any way to force moodle to read the entire enrolment table, looking for the unknown students in the LDAP directory, and creating its internal accounts?

I'm afraid there isn't. You normally do it the other way around: you read the entire LDAP contexts creating your users (with .../auth/ldap/auth_ldap_sync_users.php), and then run the enrolment table (with .../enrol/db/enrol_database_sync.php).
