Realise it is a while since you posted this but we encountered this problem the other day.
Error: Missing question options for multichoice question5192!
Went into the database but the question did not actually exist there.
Ended up clicking on quiz, than edit tab than questions and hovering over the edit button for each question which brings the URL with the question ID
moodle/question/question.php?id=5192
Finally found the offending question and deleted it.
It was a multiple choice question with no anwers inserted. Came from a GIFT upload so easily missed.
