In fact I discovered that it wasn't in fact in UTF-8 after all, but as Numeric Character References (these describe UTF characters in web pages but are NOT actually Unicode).
I've recoded the files into plain windows-1256.
Could you please replace your current Farsi language packs in Moodle
moodle/lang/fa <-- this directory
with this one...
