PHP does not support UTF-8 encoding, it supports ONLY platform default 8-bit encoding - that is why developers can not push UTF-8 forward in Moodle.
There is experimental PHP extension called mbstring (MultiByte String) that could be used to support all encodings, but it is rather unstable, untested, buggy and a bit slow
