I, too, wanted to do the same thing but have been unsuccessful so far. So many of our new students have given email addresses to our admissions counselors before coming here and those addresses are now obsolete and need to be changed. It would be nice to be able to give the students, or at the very least, the teachers, the ability to change the email addresses to current ones.
I made the changes to Allow to update user profile also and nothing seemed to change for me either. Does anyone have an answer?
I have thought about this, but have not tried it (yet)
Site Administration > Users > Permissions > Define roles
and set
Edit user profile
moodle/user:edit
to allow.
Should work?!
