Japanese characters appear as ????

I installed Moodle 1.8.2 through Fantastico. I have never had version 1.6 or 1.7 - this is my first time using Moodle. I have installed the Japanese language pack and have the option to switch to Japanese mode at the main page. But when I try to input Japanese script, all I get is ???? sybmols. I have searched through this forum and found that the only solution people have suggested is to migrate the database to utf8.

In phpmyadmin, the character set and collation are set to utf_unicode_ci, but when I go to my Moodle database and look at the Structure table, it shows all of the components in the 'Collation' column to be set to 'latin1_swedish_ci'.  

Below is the relevant section of my 'Server Variables and Settings' table in phpmyadmin. As you can see, it still shows 'latin1' as the value for most settings. I would greatly appreciate any advice for how I can change these settings to allow Japanese characters to appear. Thank-you smile
