Upload user with duplicate email

Hello all,

I have noticed that it is possible to upload user (via flat file) with duplicate email whereas it is not allowed via Registration form.

I am not sure if this is the limitation of the upload feature or it is a bug.

I'm using Moodle 1.8.1. This happens with Moodle 1.9 (built on 9 Aug) as well.
