Autumn 2003 is some time back now. Not sure when "Analysis of Assessments" was added to the Workshop module but that's worth updating for if it's not in your version (It's on the Phase 5 page).
Not too sure I understand the problem but you have to give things time when logging in a student then teacher. There's the Maxeditingtime (usually set to 30 miniutes) which hold submissions and assessments back. If it's a test server that time can be cut back to 5 minutes or less to avoid the delays. It might then behave more as you expect.
