For the future an information. I check the moodle.xml from the issue tracker. Sometimes atw can it be, that a problem can be comes up, when you as an example jump to new server or a server with a modified or new configuration, example:
Your old server allow max. file upload, let us say 8MB. Your new server or server with modified configuration allows, let us say 50MB. This information is stored too in the moodle.xml of the backup file. Sometimes, not in every case, can this different information (configuration) brings up a problem too. So i tell our customers everytime too, look at this points and look if u have any 3rd party plugins or extansions and tell your admin they should copy these information for the future!
Anyway, best message is, the fix from Petr works now for you.
