Was there a hack to allow messages to be always editable by teacher/admin? If so I would very much like it

This is a feature of Moodle 1.3dev. Just set $CFG->admineditalways = true; in your config.php

I can't find this line in my config.php file. Do I need to add it in by hand? And if so, in which section of the file should I write it?

Actually, Gustav, this feature is already available in version 1.2.1.
Jay, to find it, go near the bottom of your config.php file. Uncomment that line.

I've been through the config.php file, and that line does not exist in mine. That's why I asked the question. I have included my config.php info (minus the details of my particular install). If you can find that line, I'll buy you a beer in Mito next month (I may do that anyway for all the help you've given me
).
Why would my config file be different from others? The guy running did the original install (of 1.1). I did the upgrade myself. Did the config file change from 1.1 to 1.2? If so, how can I get just the config file for 1.2?

Okay, I see the config file changed with the upgrade to 1.2. The upgrade instructions for moodle seem to say to copy the former config.php file back into the new installation. Doing that uses the old config file (that's what I did). My bad.
Now, can I re-edit the later config.php file and put it in? Do I need to do the moodle/admin routine again if I do it that way?

Glad you found the problem. I would have done the same thing if I had followed the upgrade instructions to the letter like you did. I don't think you have to do an upgrade procedure, but go to admin anyway. That routine will start automatically if it is necessary.
