For all language maintainers: if you are using latest development version (aka CVS HEAD), you should read http://docs.moodle.org/en/admin/lang#Changes_in_1.9

Briefly, almost nothing has changed. But you as an language maintainer have to grant yourself the new capability moodle/site:langeditmaster to be able to edit non _local language files. This should prevent accidental modifications of master language packs and especially their loss.
