Additional languages fail to display

I upgraded my moodle from 5.1 to 7.1 and tried to use the new languages capability however only en displays even though I have 4 other utf8 onces available. When I tried to use the install language packs it appeared to work and reported it was successful however it removed that language from the all language list and never put it in the installed list!

Is there any way to fix this problem? It thinks they are installed but they are not selectable anywhere! (moodle 7.1, php 5.2.3, Mysql 5.0.37, IIS)

Never mind - it was caused by an incomplete upgrade to utf8. I finally found the link to where to do it and now most things work well.
