I read through the forums and saw problems of this nature for people using groups. However, I am not.
I can create the discussion topics but when a student who is assigned to the student role views the topic, the reply option is not there.
I am using Moodle 1.7.2.

Im getting exactly this on moodle 1.8 and some quite irritated students

Seemed to sort this one on my version
Go to settings in Forums in the admin console
There appear to be two different sets of settings for Forums - The News forum is different to others and you need to permit replies to News forums Having done that all is working here now
