Just a little thing, but similar to this discussion, you can now subscribe all users from the subscribers page of a forum. You can also unsubscribe them.
In addition, that page is now group aware, so non-editing teachers in groups can edit subscriptions just for their group, and editing teachers can do it for any group independently.

Can I clarify this? Does this mean that a non-editing teacher can in general edit subscriptions? If they have some limited editing priviledges, what are they exactly?

Non-editing teachers can't edit the main course structure, and they can't change actual activities, but they can edit anything within the activities, such as
- forum discussions, posts, subscriptions, ratings
- assignment feedback and grades
- glossary entries
It's all a bit of a temporary thing until the proper Roles come along where these things can be defined.
