Does Moodle support double-byte characters (i.e. mandarin, Japanese etc)? basically in Quiz / Questionnaire module. If yes, then how; what is the way to do it.

Since Moodle 1.6, everything has been Unicode (UTF-8), so basically yes, it should just work. Ask in the Languages forum if you need more help.
