Closing forums and still keeping them visible

Hello:

I have been using Moodle to support classroom learning for a couple of years now.  I am wondering if it is possible to close a forum so that course particpants can no longer add new discussion groups, yet still keep the existing posts visible and available to read.

In 1.6 just change the forum to "No posts and No replies". Not sure about later versions.
