Every Moodle upgrades produces problems. Specially 3dr party modules are very fragile. Clever - or lazy, what ever - administrators don't install 3rd party modules, because probably they don't work properly after Moodle upgrade. And the worst thing, they have lost their data.

Backup is worst thing in 3rd modules. It's made very last thing after interesting features. Usually it's made very static way, where every change in database structure breaks backup.

And - In this situation Moodle gives all responsibility to these modules.

It's technical, but idea is, that core Moodle takes more responsibility also 3rd party modules backups. And it's possible. Let's vote.
