Essentially when I go to the administration panel under module configuration and try to go to quiz module settings it hangs a bit (2 min to load in comparison to all other pages) and then it just gives me:

Be careful modifying these settings - strange values could cause problems.
..and a grey box below that. Nothing else. In addition, when I go and try to add a quiz activity to a course the progress bar stops at 50% loading.. server CPU goes up to 99.9% usage and then the page loads blank after a few minutes.
We have uninstalled the moodle from the server and tried reinstalling it and still no dice. I am leaning toward a server issue causing it but I am not sure where to start.
I am using the latest 1.8 version of moodle.
Any help is appreciated!
