Since Fantistico is a tool offered by web hosts such as Bluehost for installing Moodle on their servers, I was referring to installing there. But if you want to install it on your PC so you can practice on it, that's okay too.
I might add that Bluehost is one of the two hosts that have caused problems with Unicode databases (with or without Fantastico) in the past. A workaround was found (see MDL-11743), but still, if I had a choice, Bluehost and Hostmonster would not be on the top of my list.
If by 1.7.0 you mean Moodle 1.7.0, you can get 1.7.5 and 1.7.5+ at http://download.moodle.org/; or you can go as far back as 1.7.1 at http://download.moodle.org/stable17/. That's probably close enough. Minor version increments are supposed to contain bug fixes only, not new features or changes to features.
I am only referring you to these sources because the version you already have is 1.7.x. If it was lower (like 1.6), I would not recommend upgrading to 1.7. This is the exception to the rule that upgrades should be done one major version at a time: namely, that 1.7 should be skipped. So the way to go from 1.5 to 1.9, for example, would be 1.5->1.6->1.8->1.9.
