My school needs the functionality for this summer -- thus the fast-track timing. But I imagine others might be feeling the same crunch -- or opportunity.
I'm not a computer consultant, but I imagine that if a consultant could stroll into a school with Moodle and this converter, she could make some jaws drop. (Nothing lost, everything gained).
This is a request for others to pool available (small) funds for this project. My school budget doesn't have the funds to do it solo, but I figured it wouldn't take long to gather a critical mass in these forums.

This sounds like an excellent project, which I will support by spreading the word in my part of the world. Can you explain exactly what features will be included in this converter? Maybe give a run-down on most used features in Blackboard, and where they will plug into Moodle.
Today I had a conversation with the Chancellor of the Virginia Community College System, which is reviewing its big-buck investment in Blackboard. I'm late in the evaluation process, but I have a foot in the door for moving 23 campuses too Moodle. This tool would be most welcome if I were to win the contract.
I was just wondering whether what the status of this project is. Has the converter been developed yet, and is it available from somewhere?
Once we get that done, we'll create a web interface for the system so you can host the converter on a centralized server.
It's slower than I might like, but we are making forward progress.
