Mike - What I refer to as a repository is a place for all teachers to dump and share their materials. If however, you would like for those teachers to work together to make a template course (which is what it sounds like and that is a good goal IMHO) then I do not think it matters how you setup groups for the teacher repository. In metacourses, I have set things up for visible groups; however, so much is changing with groups that I'm not sure how this will impact your situation. I seldom force anything so I would not want to make force groups by default. Does that help any?
