Is it reasonable to purge mdl_cache_text & mdl_log?
The server admin for this linux server says there's nothing out of the "ordinary" done to have affected mysql speed. My hands are tired as repeated requests to upgrade from mysql 3.2 to 5 are ignored. I wonder if this issue is now affecting moodle's speed.

Perfectly reasonable - but if you purge mdl_log then you'll lose your logs of student activity, so take a backup first. You may want to lower down the time that the logs and the cache_text files are kept for - just to keep them manageable so that the SELECT queries aren't taking too long.
Apart from this, try to run an optimize on the database tables and also redistribute your indexes (which will inevitably become fragmented over time). See the performance docs for some hints and a script which will do the job for you.
i will start with the mdl_log table!
my test moodle has had no ill affects from emptying the respective table but was also copied for backup.
will look to optimize the database
i purged the mdl_cache_txt after creating a backup should something go wrong
and also optimized that table.

For my school problem, the server httpd services re-started when about 25 students login simultanously.
